Source platform is launched in Brazil by PPI, under the Civil House of the Presidency of Brazil

The Source Platform was launched last week on June 12th, 2025, in Brasília (Brazil) by the Special Secretary of the Investment Partnerships Program of the Civil House of the Presidency of the Republic (SEPPI), a global initiative designed to strengthen the preparation, management and transparency of infrastructure projects worldwide. 

The launch ceremony took place at a diplomatic event hosted by the Ambassador of France to Brazil, Mr Emmanuel Lenain, at his official residence. The event brought together high-level representatives, including Mr Marcus Cavalcanti, Special Secretary for the Investment Partnerships Programme (PPI), Mr Dominique Hatbergue, Regional Director of the French Development Agency (AFD), and Mr Christophe Dossarps, CEO of SIF. 

This strategic move marks a major milestone in Brazil’s efforts to digitalise and standardise its infrastructure project development, bringing it in line with international best practices in governance, transparency, and sustainable development. 

During the ceremony, Ambassador Lenain underscored the importance of Franco-Brazilian cooperation in infrastructure development, noting: “France takes pride in being the leading foreign investor in Brazil’s infrastructure. Initiatives such as SOURCE reflect our shared commitment to innovation, mutual trust and sustainable progress.” 

Mr Marcus Cavalcanti highlighted the relevance of Brazil’s participation in SOURCE, stating: “Digitalising our project preparation processes will improve predictability, strengthen coordination across different levels of government, and attract qualified investors. Through SOURCE, Brazil embraces the most advanced global standards in infrastructure planning and delivery.”

Echoing this sentiment, Mr Dominique Hatbergue affirmed AFD’s full support for SOURCE in Brazil: “This platform is a critical tool for fostering sustainable investments and building institutional capacity. We are proud to support Brazil in this important endeavour.” 

Representing SIF, Mr Christophe Dossarps noted that SOURCE is currently in use in over 16 countries and has proven instrumental in enhancing project quality and mobilising financial resources: “SOURCE provides a secure, standardised and collaborative framework that brings together governments, financiers and the private sector, under the United Nations jurisdiction. Brazil is a strategic partner and well-positioned to lead the sustainable infrastructure agenda in Latin America.”

A MDB-led platform endorsed by the G20 

Developed in partnership with major multilateral development banks – including the World Bank, Inter-American Development Bank (IADB), Asian Development Bank (AsDB), European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD) – SOURCE supports the full lifecycle management of infrastructure projects, from initial concept to procurement. The platform is endorsed by the G20 as a critical tool for modernising public sector infrastructure management and attracting high-quality investment. 

As emphasised by Secretary Cavalcanti, “Brazil’s accession to SOURCE enhances our capability to structure and deliver projects with greater efficiency, predictability and alignment to global standards.” 

Capacity Building given to Brazilian government institutions 

Between March and April, technical teams from various ministries and partner institutions participated in training sessions conducted by SIF in collaboration with the PPI Secretariat. Further capacity building will be offered in line with the specific needs of participating entities. The PPI Secretariat will soon request federal institutions involved in the programme to nominate project focal points for ongoing coordination on the SOURCE platform. 

Next Steps 

Additionally, regulatory updates are underway to make it mandatory for Early Investment Proposals (Proposta Inicial de Investimentos) under the PPI framework to be submitted via SOURCE. This move aims to establish the platform as the official system of the Federal Government for the qualification and management of infrastructure projects.
