SOURCE institutionalised in the Kyrgyz Republic

The Kyrgyz Republic has taken an important step toward strengthening transparency, standardisation, and international investor engagement in Public-Private Partnership (PPP) projects through the institutionalisation of the SOURCE platform within its national PPP framework.

The Resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 329 dated 11 May 2026 formalised the role of the PPP Center as the authorised body responsible for the administration and management of SOURCE, as well as formalised the role of SOURCE as an international PPP platform mandatory for the publication and management of PPP projects. In accordance with the Resolution, PPP projects exceeding KGS 100 million implemented under the Law of the Kyrgyz Republic on Public-Private Partnership are subject to publication and management through SOURCE. This development marks a significant milestone in strengthening transparency, improving project preparation quality, and attracting international investors to PPP projects in the Kyrgyz Republic.

Strengthening transparency and investor confidence

The integration of SOURCE into the national PPP system represents a strategic effort by the Sustainable Infrastructure Foundation (SIF) and the Kyrgyz Republic to establish a more transparent, predictable, and investor-oriented infrastructure development environment, supported by the Swiss State Secretariat for Economic Affairs (SECO).

By ensuring that project information is continuously updated and accessible through SOURCE, the Government seeks to:

  • improve the quality and bankability of PPP projects;
  • enhance transparency and accountability in project preparation and procurement;
  • attract international investors and development finance institutions;
  • align infrastructure projects with international best practices and sustainability standards; and
  • strengthen institutional coordination and project monitoring mechanisms.

The implementation of SOURCE is also expected to support the broader economic development objectives of the Kyrgyz Republic by facilitating the efficient preparation and implementation of infrastructure projects through various PPP modalities and by promoting long-term private sector participation in strategic sectors of the economy.
