Intending to prepare the first public entities to use the SOURCE platform for the preparation and management of infrastructure projects, the Special Secretariat of the Investment Partnerships Programme (SEPPI-CC-PR), with support of the Sustainable Infrastructure Foundation (SIF), held a training programme from March 27th to April 1st, 2025 for the initial group of SOURCE users. The training targeted representatives from sectoral ministries and project developers responsible for the PPI project pipeline.
Over four days, around 55 officials from 15 ministries and agencies were trained through seven interactive sessions. The training focused on demonstrating the importance and effective use of SOURCE to ensure successful integration of the platform, which is being implemented initially to enhance the management of the PPI portfolio by centralising key investment opportunities under one single, internationally recognised system.
In addition to user training, Pedro Nicolau, SIF’s Head of Integrations, also trained SEPPI’s SOURCE administrators, who will later support onboarding efforts across other organisations. During the sessions, SIF representatives presented the platform’s capabilities, including its standardised project development models and ability to facilitate stakeholder communication. Hugo Gosmann, SIF’s technical consultant for the SOURCE integration in Brazil, highlighted the platform’s public-sector-oriented design, and the positive feedback from participants regarding the value SOURCE brings to project preparation and management.
Another key milestone was the advancement of project data migration to SOURCE. While the initial migration was supported by the SIF IT team, the Brazilian IT Presidency department is working to progress the API connections, which will allow the government to avoid double data entry.
Looking ahead, SEPPI and SIF discussed the next steps, including finalising data migration, strengthening stakeholder engagement, operationalising SOURCE management, and institutionalising the platform. The official launch of SOURCE in Brazil is being discussed to take place in the 2nd quarter of 2025.
Adriano Brasil (PPI advisor and course coordinator) emphasised that Brazil’s adoption of SOURCE represents alignment with international standards and will contribute to better governance and transparency. Once implemented, SEPPI will use the platform as a strategic tool for monitoring qualified infrastructure projects, and as the entry point to submission of federal projects for qualification to PPI under the framework of the Five Case Model Methodology (Modelo de Cinco Dimensões).
The implementation of Source in Brazil is funded by the Agence Française de Développement (AFD).
