Thanks to the support of the Agence Française de Développement (AFD), the Sustainable Infrastructure Foundation (SIF) officially launched the pilot phase of the SOURCE platform in Madagascar from September 23 to 25, 2025 with the PPP Unit.
This mission marked a key milestone in strengthening the country’s capacity to plan, assess, and manage sustainable infrastructure projects through Public-Private Partnerships (PPPs).
Goals of the SOURCE Pilot Phase:
- Test the platform in line with Madagascar’s national regulatory framework using selected pilot projects
- Train key government users and identify the national SOURCE administrator
- Collect feedback on national procedures and evaluation criteria before full-scale rollout
- Define interoperability with existing national digital platforms
- Engage donors and the private sector to build a robust infrastructure pipeline
Key Achievements:
- 6 pilot projects were created in SOURCE, including 3 in transport and 3 in the energy sector.
- 25+ users from 5 key ministries were trained, including the Ministry of Transport, Ministry of Energy, PPP Unit, Ministry of Finance and Agency for Rural Electrification.
- A national administrator for SOURCE was successfully identified and trained
- 8 public and private partners were involved in the pilot phase, including:

Stakeholders received hands-on training, and strategic meetings were held to ensure alignment, commitment, and future collaboration.
What’s Next?
By the end of 2025, pilot results and stakeholder feedback will be compiled and shared with development partners. This will pave the way for:
- The migration of the full national project portfolio into SOURCE
- Nationwide training for all contracting authorities
- The official launch of SOURCE in Q1 2026
This rollout will empower the Government of Madagascar to develop, manage, and promote a pipeline of sustainable infrastructure projects in collaboration with donors and private sector as well as make data-driven decisions throughout the project lifecycle.
