Launch of SOURCE in Senegal: A Major Step Forward in Digitalizing PPP Procedures

On August 5, 2025, SOURCE platform was officially launched in Senegal, under the chairmanship of Abdourahmane Sarr, Minister of Economy, Planning, and Cooperation.

 

All national PPP procedures, contractual arrangements, and tender processes have been successfully digitalized into user-friendly workflows, making SOURCE intuitive and practical for all stakeholders. In addition, the SOURCE PPF Finder helps contracting authorities identify and apply for support available from international organizations, further enhancing project development.

Beyond facilitating the evaluation and scoring of projects by UNAPPP against national criteria, SOURCE also enables contracting authorities to conduct preliminary self-assessments of their PPP projects against international standards, including FAST-Infra Label and Blue Dot Network (BDN).

The Minister emphasized that the digitalization of public administration is central to the National Transformation Agenda, aimed at enhancing the efficiency and quality of public services. The SOURCE platform fully supports this vision by providing contracting authorities with a comprehensive tool to digitalize PPP procedures—from project preparation to contract monitoring and execution.

The platform’s implementation in Senegal was made possible through the support of the African Development Bank (phase 1) and the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) (phase 2), highlighting the collaborative effort behind this innovation.

A public pipeline of PPP projects published from SOURCE—developed by contracting authorities within SOURCE and reviewed, supported, and approved by UNAPPP—is now available on the UNAPPP website: https://ppp.gouv.sn/fr/pipeline-source

By ensuring regulatory compliance and streamlining administrative processes, SOURCE significantly improves coordination, systemic data collection and access to best practices including guidance from private sector marking a decisive turning point in the modernization of public-private partnership management in Senegal.
