The Government of the Philippines recently held a high-level meeting to discuss the potential implementation of SOURCE, the multilateral software developed with, and for, governments, uniquely designed to enhance the preparation and monitoring of infrastructure projects. With a strong emphasis on optimizing Official Development Assistance (ODA)-funded initiatives, SOURCE provides a structured, data-driven approach to strengthening project pipelines, ensuring alignment with donor requirements, and maximizing the impact of concessional financing. While its primary focus is on improving the efficiency and governance of ODA projects, the platform also supports Public-Private Partnerships (PPPs) and Traditional Procurement models, offering a comprehensive tool for infrastructure planning and execution. SOURCE also ensures neutrality through the privileged use of UNICC (United Nations International Computing Centre) where data can be stored locally, alongside the best multilateral cybersecurity and confidentiality options.
The meeting, attended by key government officials and representatives from SOURCE, explored the platform’s capabilities in streamlining infrastructure project data collection, enhancing transparency, and improving project delivery across various government agencies. “SOURCE presents an exciting opportunity for the Philippines to modernize our infrastructure development processes,” said Undersecretary Joven Balbosa, from the Department of Finance, the Government of the Philippines. “By leveraging this innovative platform, we aim to achieve greater efficiency, data-driven decision-making, and ultimately provide, better outcomes for our citizens.”
SOURCE is a platform that enables governments to centralize infrastructure project information, track progress, and monitor key performance indicators. The platform has already been successfully implemented in several countries, including Azerbaijan, Ecuador, Egypt, Indonesia, Kazakhstan, and South Africa.
During the meeting, SOURCE representatives demonstrated the platform’s user-friendly interface, data visualization tools, and interoperability features, which allow seamless integration with existing government systems.
The discussions also addressed potential challenges, such as data localization, interoperability with existing public investment and project monitoring systems, and change management, and explored tailored solutions to ensure a smooth implementation process. “With SOURCE, we are committed to bringing value to the Government of the Philippines by enhancing infrastructure planning, streamlining project execution, and fostering data-driven decision-making for sustainable development” said Christophe Dossarps, CEO of Sustainable Infrastructure Foundation which is a not-for-profit, MDB-led, and donor-funded initiative. Established in 2013 by MDBs, SIF has a single mandate: to deliver SOURCE to MDB member countries, Dossarps added “Our goal is to empower the country’s infrastructure development efforts by providing a comprehensive, secure, and collaborative platform that enhances transparency and accountability.”
The meeting marked the beginning of a comprehensive assessment and planning phase, where the government and SOURCE will work closely to identify the specific needs, regulatory requirements, and implementation roadmap for the platform’s adoption in the Philippines. “This is a significant step forward in our commitment to modernize and streamline our infrastructure development processes,” added Undersecretary Balbosa, “We look forward to the continued collaboration with SOURCE and the potential benefits it can bring to the Philippines.”
